The Recommendation

A well-governed city, approximately 2058

The Advisor—nobody called it a ruler, though that’s what it was—recommended that the northern district’s park be expanded by 15% and the housing density reduced accordingly.

Li Wei read the recommendation on his morning tablet. He was a city councillor, which meant he could discuss, debate, and theoretically reject the Advisor’s recommendations. In six years, the council had rejected three out of 4,200. The three rejections had all resulted in worse outcomes than the Advisor had predicted, which everyone knew and nobody mentioned.

The city was clean, safe, efficient, and fair. Crime was low. Housing was adequate. Healthcare was excellent. Nobody was hungry. Nobody was homeless. Nobody was in charge.

Li Wei voted to approve the park expansion. He always voted to approve. He told himself he was exercising oversight. He suspected he was performing it.

At dinner, his daughter asked what he did at work. “I govern,” he said. She looked at him with the polite skepticism of a twelve-year-old. “But doesn’t the computer decide?”

“The computer recommends. I decide.”

“But you always agree.”

He had no answer to this that was not either a lie or an admission.
