The Committee

A government building, approximately 2033

The committee had been meeting for fourteen months to draft regulations for a technology that had been superseded three times since they started.

Alexandre sat at the long table and listened to a consultant explain how large language models worked. The consultant was patient. The committee members were attentive. The explanation was accurate, thorough, and eighteen months out of date.

The regulation they were drafting would, if enacted, govern a version of the technology that no longer existed. By the time it passed—another six months, minimum—it would be governing a version of the technology that had not yet been invented.

Alexandre knew this. The consultant knew this. The committee chair knew this. They continued meeting because the alternative—admitting that democratic governance could not keep pace with AI development—was a conclusion that no one in the room was authorized to reach.

He drove home. On the radio, a news story about a new AI system that could generate legislation. He turned it off.
