A government office, approximately 2040

“Override denied.”

Marta stared at the screen. She was trying to approve a building permit for a community garden in a vacant lot that had been empty for six years. The AI management system had flagged the application because the lot was zoned for commercial use, and rezoning required a process that involved seven departments, three impact assessments, and a public comment period administered by another AI that would take a minimum of fourteen months.

She knew the lot. She drove past it every day. It grew nothing but weeds and resentment.

“Override request: compassionate grounds,” she typed.

“Compassionate grounds are not a recognized category in the zoning regulation framework. Please select from the following options.”

None of the options applied. She tried “Exceptional circumstances.” The system asked for documentation of the exceptional circumstances, in triplicate, submitted through a portal that was only accessible during business hours in a time zone that was not hers.

She closed the terminal. She drove past the lot on her way home. The weeds were taller this week. The system was working perfectly. That was the problem.
