The Cyberspace Administration of China (CAC) is the People's Republic of China's primary internet regulator, established to oversee cyberspace governance, content management, and digital policy. Operating under the State Council, it enforces regulations on online platforms, data security, and information dissemination. In August 2023, the CAC issued the "Generative AI Service Security Assessment Measures," marking the world's first binding regulatory framework for generative AI systems—requiring security assessments before public deployment and establishing content compliance standards. This framework positioned China as an early mover in AI governance and influenced global regulatory discussions on algorithmic accountability and state oversight of emerging technologies.
